Summary: The Bush administration issued final rules allowing states to define a fetus as a child eligible for government-subsidized health care under the Children's Health Insurance Program.  However, critics said the change was a backdoor effort to advance the administration's anti-abortion agenda and to establish a legal precedent for recognizing the fetus as a person.

Summary: Few disappearing acts have been as astonishing as the evaporation of hundreds of thousands of people from New York City's welfare rolls. Supporters of the Giuliani administration's welfare-to-work policy say that most have jobs or are being supported by someone else. Advocates for the poor argue that while many got jobs in the economic boom of the late 1990's, half were pushed off the rolls by stringent policies and are now just scraping by with low-wage jobs or none at all.

Article: Antonio Regalado. 2002. “Could a Skin Cell Someday Replace a Sperm or an Egg?” The Wall Street Journal. 10/17/02.
Summary: Several research groups at a medical meeting here have reported progress with a high-tech laboratory procedure in which an adult skin cell is substituted for a sperm or an egg. Scientists would use the cell's DNA to fertilize the egg as a sperm would, or to replace the nucleus of a donor egg so that it could be fertilized. Fertility doctors say that if the process works, it could help older women whose eggs are no longer viable, as well as younger men who have undergone cancer treatments and no longer have intact sperm.
